Area of Interest (AOI): Cyber Resource and Engineering Workforce (CREW)

The Naval Information Warfare Systems Command (NAVWAR) has issued an Area of Interest (AOI) under its Commercial Solutions Opening (CSO) program, titled Cyber Resource and Engineering Workforce (CREW), soliciting white papers from industry to develop an agile, standardized, and modern approach to augment its cyber workforce with commercially sourced talent. This presolicitation, identified by solicitation number N0003926RH002 and issued under CSO N0003925S0001, targets the Naval Enterprise Network and Marine Corps Enterprise Network across CONUS, OCONUS, and USMC domains. Respondents must submit a solution brief not exceeding five pages, formatted in 11-point Times New Roman with one-inch margins, including company information, CAGE code, contractor classification under 10 USC 3014, company viability per CSO guidelines, and a technical approach addressing the Government’s needs. All submissions must be made electronically via the Procurement Integrated Enterprise Environment (PIEE) portal, and questions must be submitted by June 25, 2026, at 2:00 PM PDT. The Government will evaluate submissions based equally on the degree to which the solution meets Department of the Navy needs and the technical merit and feasibility of the proposed approach, using peer review aligned with DFARS 212.70 and 10 USC 3458. Solutions must be valid for a minimum of 18 months, support rapid scaling of personnel and roles in response to fluctuating demand, and enable an accelerated onboarding process with a key performance indicator of no more than 10 business days. Offerors must demonstrate the use of Defense Cyber Workforce Framework (DCWF) labor categories and Technology Business Management (TBM) domains to build a firm fixed price catalog for future ordering. Contractors must provide non-personal services only and may be required to include non-traditional defense contractors in teaming arrangements if proposing an Other Transaction Agreement. The initial phase is a white paper submission, with successful respondents potentially invited to pitch sessions in the fourth quarter of FY2027, leading to eventual contract awards starting in the first quarter of FY2027.
