AI Contract Overview
This contract is a single-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) vehicle awarded to Advanced Resource Technologies, Inc. (ARTI), a Service-Disabled Veteran-Owned Small Business (SDVOSB), to provide specialized scientific research, development, testing, analysis, and data generation support focused on multilingual computing and language technologies for the U.S. Army and Army Research Laboratory. The work centers on integrating low-density military-relevant languages—such as Pashto, Dari, Iraqi Kurdish, and African-accented French—with advanced computational linguistics, software development, and systems engineering to enable mission-critical intelligence capabilities including speech translation, natural language processing, and analysis of captured enemy materials. A unique and non-negotiable requirement is that personnel must be doubly qualified: fluent in both one of these strategically vital languages and in technical disciplines such as machine learning, optical character recognition, and software system integration, with the contractor required to deploy bilingual subject matter experts, including individuals with domain-specific backgrounds like Afghan medical professionals trained in military protocols. The contract includes a five-year base period from April 5, 2026, to April 4, 2031, with four one-year option periods potentially extending performance through April 4, 2032, under FAR 52.217-8, which governs the option to extend services. The award was made on a sole-source basis under statutory authority, including 10 U.S.C. § 3204(a)(5) and FAR 6.302-5, due to the absence of any other entity capable of delivering the required synergistic combination of linguistic fluency, technical expertise, and cultural competency, with failure to maintain continuity with the incumbent assessed as posing unacceptable risk to operational readiness, soldier safety, and the integrity of ongoing research programs. Performance will be conducted primarily at the Army Research Laboratory in Adelphi, Maryland, with additional work at the contractor’s headquarters in Alexandria, Virginia. No formal subcontracting plan is required due to the SDVOSB status, but FAR 52.244-5 mandates competitive subcontracting to the maximum practical extent. The contract is funded with Research, Development, Test, and Evaluation (RDT&E) funds, with a cumulative value of up to $5.5 million, though no detailed pricing structure or CLINs are provided. The Contracting Officer, Deneise Jackson, serves as the point
