Atomically Precise Molecules (APM)
Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a 36-month initiative by the DARPA Multi X Office seeking innovative synthesis techniques for programmable precision polymers (PPPs) and nonlinear optical (NLO) materials. The program aims to develop scalable materials with strictly controlled monomer sequences and compositions, culminating in a prototype NLO material integrated into a government-provided electro-optic modulator capable of achieving greater than 1THz modulation. The effort is structured in two phases, with Phase I lasting 12 months and focusing on synthesis capabilities. Research limited to inorganic materials or incremental improvements to existing state-of-the-art practices is specifically excluded. Awards will be issued as Other Transaction for Prototype Agreements, with payments processed through the Wide Area Workflow system based on a schedule of milestones. Proposals are due by December 18, 2026, via the Broad Agency Announcement Tool and must include technical, management, and pricing volumes. Eligibility is restricted to U.S. organizations, and all performers must comply with CMMC Level 2 self-certification and NIST SP 800-171 standards for safeguarding Controlled Unclassified Information. Evaluation will be based on technical approach, relevance to the DARPA mission, budget realism, and the capability to transition the technology to military or commercial sectors.

The contract focuses on modernizing the Defense Security Assistance Management System (DSAMS), a crucial platform used by military departments and defense agencies to manage unclassified Security Assistance cases, including foreign military sales and training. This system supports the entire case lifecycle from customer requests through legal agreements, pricing, funding confirmation, and execution. The modernization effort is driven by the President’s Executive Order EO 14268, aimed at reforming foreign defense sales to enhance speed, accountability, and transparency throughout the case lifecycle. The initiative includes the development of new capabilities such as the Case Launcher prototype, which will facilitate case initialization, editing, tasking, and tracking within a unified system. The modernization project, known as Case Development Modernization (CDM), seeks to address critical challenges by replacing outdated legacy systems with a scalable, efficient, and secure platform compliant with modern cybersecurity standards including Zero Trust and accessibility requirements. It aims to integrate task management and document repository functionalities that currently do not exist in a single system, thereby streamlining the case management process and improving data transparency. The overarching goal is to create an interoperable system that supports the entire Case Lifecycle, enhances delivery timelines, and aligns with various executive directives and audit compliance standards, ultimately improving the mission effectiveness of the Security Cooperation enterprise.

AMENDMENT 1 - Questions and Answers (attached), and Submission date modified to 4PM (ET), April 8, 2026.

The Defense Security Assistance Management System (DSAMS) is a mission essential system for the Security Cooperation (SC) community that provides military departments (MILDEPs) and Defense Agencies with the functionality necessary to develop and implement all unclassified Security Assistance (SA) cases, from the point of the customer's request for material/services through the establishment of the legal terms/conditions, initial pricing, payment schedules, and production of the Letter of Offer and Acceptance (LOA) document, and ending with confirmation that initial funding and obligation authority is in the place to proceed with case execution.

DSAMS provides additional functionality for foreign military sales (FMS) Training and Grant Training, commonly referred to as the training module. This provides the capability to fully execute cases involving foreign military training (as opposed to weapon systems or spare parts) for the military departments (MILDEP). Originally created nearly three (3) decades ago, it remains the information technology (IT) backbone of foreign military sales.

The President's executive order EO 14268 'Reforming Foreign Defense Sales to Improve Speed and Accountability' calls on Department of War (DoW) to modernize the entire case life cycle process to reduce time to delivery of materials and to increase transparency within the process; such that stakeholders in Security Cooperation enterprise can have improved delivery experience.

Additionally, the Case Launcher product prototype is currently under development. This prototype includes capabilities such as initializing a case, creating, editing, and tasking case lines, reviewing and entering case data and a Single Tracking System prototype for tracking foreign military sales efforts throughout the Case Lifecyle per EO 14268. A modernized Case Development Life Cycle is critical to achieving the goals outlined in the executive order.

The Information Management & Technology (IM&T) case development modernization (CDM) requires the development of a modernized Case Lifecycle system to address critical challenges and evolving mission needs within the Security Cooperation enterprise. The modernization aims to streamline the FMS case development process, enhance transparency, reduce delivery timelines, and ensure compliance with cybersecurity, accessibility, and Zero Trust standards.

As of now, no single Task Management or Document Repository system exists. The CDM initiative includes task management and document repository capability requirements that support the overall Case Lifecycle to streamline task management and have the capability for case life cycle document repository. It should integrate seamlessly with the CDM system for efficient data exchange and reporting.

By leveraging modem technologies, architectures, and methodologies, CDM will deliver a unified, scalable, and efficient platform that supports the entire Case Lifecycle while ensuring interoperability with other systems across the DoW.

Key objectives to achieve include:

1.) Replace legacy functions and features by modernizing applications to reduce technical debt and application variance resulting in improved scalability, data transparency and efficiency.

2.) Develop a modern system to adhere with cybersecurity, accessibility and data protection compliance requirements like Zero Trust, 508, FISCAM Audit and other applicable STIGs.

3.) Implement applicable case lifecycle improvements identified as part of CPIB recommendations and other executive orders.

Solicitation # HQ0034279R001
The Under Secretary of War for Intelligence and Security (USW(I&S)) is seeking a prototype solution under Project Argus to replace the legacy Budget and Intelligence Related Database (BIRD). The objective is to implement a modern, flexible, and extensible platform for the ingestion, cataloguing, analysis, and visualization of intelligence resource data to support senior leader decision-making and reduce manual workloads. Core requirements include a financial management query tool supported by Super Intelligence, user-defined visual dashboards, and a Congressional Justification Book (CJB) Generator. The system must be capable of operating across multiple classification levels, from unclassified development to Secret and Top Secret networks, and must remain transportable and operable across Impact Levels 2 through 7. The project requires a high level of security compliance, including TS/SCI facility and personnel clearances, and adherence to the Risk Management Framework, NIST, and DISA STIGs. Performance will take place primarily at the Pentagon and contractor-provided sites, with a requirement for direct, on-site engagement between developers and government analysts. The proposed system should be ready for deployment by September 2027, with the contractor providing at least 12 months of on-site sustainment following transition. If the new system is not ready by the deadline, the contractor must be able to sustain the legacy BIRD system on-site. This acquisition is being conducted via a structured competitive process using Other Transaction authorities. Interested respondents must submit a white paper by November 13, 2026, which will be evaluated in phases based on relevance, technical merit, feasibility, and schedule. Award decisions will be based on Best Value, considering technical merit, cost, and the potential benefits to the Government.
