ARFQ-0310-DNR2700000006-1 | WRS: Open-End Contract for Trout Food

The West Virginia Division of Natural Resources is soliciting an open-end, continuing contract for the supply of trout food to various hatcheries, including Apple Grove, Reeds Creek, Ridge, and Spring Run. The scope of work requires the provision of feeds in either floating or slow-sinking formulas, with specific requirements for grower diets ranging from 2 mm to 7 mm in pellet size. Notably, the 7 mm grower diet must include a 50 ppm Carophyll Astaxanthin additive. To ensure quality, all feed must be manufactured no more than 90 days prior to shipment and must adhere to the 2011 Nutrient Requirements of Fish and Shrimp (NRC) standards for freshwater salmonids. Award will be granted to the vendor offering the lowest overall total cost while meeting all technical specifications. Bidders must submit their proposals electronically via wvOASIS by November 17, 2026. The successful vendor is required to provide performance and labor/material payment bonds totaling 100% of the contract value, as well as commercial general liability insurance of $1,000,000 and automobile liability insurance of $500,000. Standard orders of at least 12,000 lbs must be delivered within 21 calendar days of the order. Payment is processed via electronic funds transfer or P-card after delivery and acceptance, with all invoicing conducted in pounds. This contract is contingent upon legislative funding and may become void on July 1 of any fiscal year if funds are not appropriated.
