The West Virginia Parkways Authority is soliciting an open-end Agency Master Agreement for the procurement of business-class Windows-based computers, peripherals, and related accessories. The scope includes standard PCs, power PCs, laptops, mobile workstations, monitors, docking stations, and SSDs, specifically excluding Chromebooks, rugged laptops, and Mac computers. All equipment must be OEM products with new components; refurbished or recycled parts are prohibited for new equipment. Key technical requirements include a four-year manufacturer onsite, next-business-day warranty for computers and a minimum two-year warranty for monitors. The contract will be awarded to the vendor that meets all mandatory technical specifications and offers the lowest overall total cost as submitted through the wvOASIS portal. Bids must be submitted electronically via wvOASIS by September 10, 2026. Vendors are required to provide detailed specification sheets for all proposed products and must submit an Addendum Acknowledgment Form to avoid disqualification. The successful vendor must provide a performance bond and a labor/material payment bond, each for 100 percent of the contract value, as well as a bid bond of five percent of the total bid amount. Delivery is set for the Parkways Authority in Beckley, West Virginia, under F.O.B. destination terms. Payment will be made in arrears following the delivery and acceptance of goods, primarily through the Authority's Purchasing Card program.
