National Guard Bureau (NGB) is seeking SBA Certified Hubzone Firms that are capable and willing to provide IT Administrator and Web-Hosting Support services. POSITIVE RESPONSES ONLY. NGB is conducting market research for IT Administrator and Web-hosting Support Services to support the quote mark Planning Resource for Infrastructure and Evaluation quote mark (PRIDE) application and completion of the Chief Financial Officers Act (CFOA) audit, data upload and CFOA Audit Support. Technical Personnel shall have expertise and experience in the following areas; Commercial Off the Shelf (COTS) IBM/TRIRIGA 9 software, Oracle SQL Queries, Oracle PL/SQL, Oracle database development, Java, Crystal Reports. Web-Hosting. Provide Web-Hosting that will allow for a COTS IBM/TRIRIGA environment that is hosted in the .com. There is a need for an environment separate from the production data environment to further fine-tune tools, test data loads, and support training. Also, this environment is needed for states to test new functionality. All this allows for no risk to data corruption of the quote mark real quote mark or production data. Primary Location will be NGB Headquarters, 111 South George Mason Dr., Arlington, VA. However, travel will be necessary. Estimated Dollar Range: Estimated contract amount over the life of the contract (base plus 2 option-years) is between $750,000 and $1,700,000. Period of Performance: One (1) base year plus two (2) option years. Seeking One (1) Project Manager, one (1) Assistant Project Manager, one (1) Data Technician, one (1) Geographic Information System (GIS) Subject Matter Expert. Project Manager - (GS13 or equivalent) Thorough understanding of the Dept of the Army, Office of Secretary of Defense regulations. Overall management of client personnel. Consult with NGB staff regarding COTS IBM/TRIRIGA. Extensive knowledge of computer, network hardware, and software applications. Knowledge of principles, methods, and techniques used in Web Design. Associates with 7-9 years, Bachelors with 8 years, Masters with 1-5 years experience in computer science, engineering, geography, GIS, planning, natural resources, business or other related field. Assistant Project Manager - see skills list and GS pay equivalent above. Technology -The two positions below must have the following; Direct experience with COTS IBM/TRIRIGA software, ESRI- ArcGIS software, XML, Unix, Oracle database, PL/SQL programming, CAD Integrator, reporting tools (PowerSoft, Infomaker, Crystal Reports), and Microsoft Office Suite. a) Technology-Data Technician. (GS11 or equivalent) 11 years experience, or Associates with 7 years, Bachelors in computer science, engineering, geography, GIS, planning, natural resources, business or other related field. Knowledge of GPS equipment and GIS data collection equipment. Capable of directing field crews and evaluating data quality and generating progress reports. Extensive knowledge of computer, network hardware, software applications, web design principles, methods and techniques . b) Technology-Geographic Information System Subject Matter Expert. (GS14 or equivalent) Bachelors in computer science, engineering, geography, GIS, planning, natural resources, business or other related field, and 10-12 years experience, Masters degree with 8 years experience, or PhD with 4 years experience.
