Special Notice M00681-14-T-0052 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE Marine Corps Installations West Regional Contracting Office (MCIWEST RCO) intends to award a purchase order on a sole source basis on or about 28 May 2014 to Plexsys Interface Products Inc. Per reference FAR 13.501(a)(1), the contracting officer has determined that only one source is reasonable available (only one source and no other supplies or services will satisfy agency requirements, urgency, brand name.) The prospective contractor shall provide all personnel, equipment, tools, materials, supervision, other items, and non-personal services necessary for a PLEXSYS Advanced Simulator Combat Operations Trainer (ASCOT) hardware and software to provide the required equipment and support for simulation integration to 1st Marine Expeditionary Force while conducting Large Scale Exercise, 2014 (LSE_14) throughout the Southwest United States. A Performance Work Statement (PWS) is attached to this notice for a fully detailed explanation of the requirement. At this time, Plexsys is the only identified source capable of providing the full requirement by June 1, 2014 when the contractor will be required to begin performance. A Sole Source Justification Letter is attached regarding this determination. The North American Industry Classification System (NAICS) code for this requirement is 541511 with the size standard of $25.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit technical capabilities, which, if received within ten calendar days of publication of this notice, shall be considered by MCI-WEST RCO for future requirements as this is a reoccurring requirement. All responses must be submitted to the Government point of contact at the email address shown below.
