THIS IS NOT A REQUEST FOR QUOTE --This is a notice of the Government's intent to award a firm fixed price contract on sole source basis to Masslight, Inc. under authority of FAR 6.302-1(2), Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirement. Washington Headquarters Services (WHS), Acquisition Directorate intends to award a sole contract for Masslight, Inc., 468 N Street, Washington DC, 20024 to support transition of the Comptroller XML Exhibits (CXE) Toolset. The Defense Technical Information Center at Fort Belvoir, VA requires Application Development Services of the Comptroller XML Exhibits (CXE). The CXE effort is: 1) 10% continued development of the web based data input tool; 2) 50% continued development of the XML based web service; 3) 20% operation of the tool set; 4) 10% prototyping of a data analytics tool; and 5) 10% preparation of transition artifacts. CXE is sponsored by the Office of Under Secretary of Defense (OUSD), the purpose of which is to generate and publish the Department of Defense RDT&E and Procurement Budget Exhibits. The project has been in development since FY 2010 and is approximately 80% complete. The tool is used by all DoD Components, twice yearly during the BES and PB budget cycles. The core component in the CXE project is the CXE Web Service, a DoD enterprise wide application that receives XML input from the Services' and three large Defense Agencies' budget formulation tools, and produces final, ready for submission, RDT&E and Procurement budget exhibits. This web service and a separate User Interface for the smaller Defense Agencies are the critical components to the Department's successful submission of both the internal-to-DoD Budget Estimate and the President's Budget to Congress and the Public. Without a properly functioning application and a seasoned support team, 100% ready to react to changing budget guidance, as well as implementation issues, the Department will be forced to revert to Word generated, non-standard, un-validated budget exhibits; a step backwards that will be noticed by Congress. Masslight has been the sole developer of CXE since its inception in 2010 and has specific knowledge of 1) customer requirements 2) code base 3) interface relationships, and 4) code technology. The primary North American Industry Classification System (NAICS) code is 541511 with a size standard of $25.5 million. A draft Performance Work Statement (PWS) and Requirements for the CXE project has been attached. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement by 2:00 PM, EST on June 6, 2014 by email to contact@example.gov. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Please refer any questions to Ms. Crystal Broadnax at +1 (555) 000-0000 or by email.

Request for White Papers: Intelligence Resource Execution and Oversight (Project Argus)
Solicitation # HQ0034279R001
The Under Secretary of War for Intelligence and Security (USW(I&S)) is seeking a prototype solution under Project Argus to replace the legacy Budget and Intelligence Related Database (BIRD). The objective is to implement a modern, flexible, and extensible platform for the ingestion, cataloguing, analysis, and visualization of intelligence resource data to support senior leader decision-making and reduce manual workloads. Core requirements include a financial management query tool supported by Super Intelligence, user-defined visual dashboards, and a Congressional Justification Book (CJB) Generator. The system must be capable of operating across multiple classification levels, from unclassified development to Secret and Top Secret networks, and must remain transportable and operable across Impact Levels 2 through 7. The project requires a high level of security compliance, including TS/SCI facility and personnel clearances, and adherence to the Risk Management Framework, NIST, and DISA STIGs. Performance will take place primarily at the Pentagon and contractor-provided sites, with a requirement for direct, on-site engagement between developers and government analysts. The proposed system should be ready for deployment by September 2027, with the contractor providing at least 12 months of on-site sustainment following transition. If the new system is not ready by the deadline, the contractor must be able to sustain the legacy BIRD system on-site. This acquisition is being conducted via a structured competitive process using Other Transaction authorities. Interested respondents must submit a white paper by November 13, 2026, which will be evaluated in phases based on relevance, technical merit, feasibility, and schedule. Award decisions will be based on Best Value, considering technical merit, cost, and the potential benefits to the Government.
