R--HEC-HMS PMP Maximization

The US Army Corps of Engineers, Sacramento District intends (USACE) to negotiate and award a Firm Fixed Priced follow-on sole source contract with Paul Ely. The Hydrologic Modeling System (HEC-HMS) includes a number of methods for computing precipitation over a watershed. One method is called quote mark HMR52 quote mark because it calculates the probable maximum precipitation using the specific procedures described in Hydrometeorological Report 52. The method intersects an elliptical storm pattern with the subbasins of the watershed to compute the precipitation hyetograph for each subbasin. The user must enter area-precipitation-duration curves along with several other parameters. The user must also enter the storm center coordinates, storm actual orientation, and storm actual area to describe the location of the storm with respect to the watershed. The associated North American Industry Classification System (NAICS) Code 541511 - Applications software programming services, custom computer, which has a size standard of Size Standard: $25,500,000.00 in annual receipts is applicable. The contract type will be a firm fixed price, performance-based contract, The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 12:00 pm EST, May 29, 2014, that provides sufficient details for consideration by the Government, via email to: contact@example.gov. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government.
