The Canada Revenue Agency (CRA) intends to enter into a contract with a single contractor for Artifacts Management Software as the CRA has a business requirement to build Information Technology capabilities to automate tasks and processes throughout the systems development lifecycle. The CRA requires all basic functionalities around binary artifact management to expand the CRA’s Enterprise DevOps Platform and integrate the security practices of scanning external binaries for Common Vulnerabilities and Exposures and take specified preventive actions based on the severity of the CVE into the platform. This requirement also includes options to purchase additional quantities of the Artifacts Management software including maintenance and support. The period of any resulting contract will be for one (1) year with the CRA retaining the irrevocable option to extend the period of the contract for up to five (5) additional one (1) year periods. A bid must comply with the requirements of the bid solicitation and meet all mandatory evaluation criteria to be declared responsive. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract. Proposal documents and supporting information must be submitted in either English or French. Questions must be directed in writing to the contracting authority via email: Shawn.Woods@cra-arc.gc.ca Bids must be submitted by using the Connect service provided by the Canada Post Corporation. When responding, the proposal MUST be delivered to: Canada Revenue Agency Bid Receiving Unit BRUg@cra-arc.gc.ca Bids will not be accepted if emailed directly to this email address. This email address must be used to request that the CRA open a Connect conversation, as detailed within Appendix 4: Standard Instructions - Goods or Services - Competitive Requirements of the Request for Proposal solicitation document. Bidders must not use their own licensing agreement for Connect to initiate a Connect conversation with the CRA. The CRA reserves the right to negotiate with suppliers on any procurement. There are no security requirements associated with this requirement. The Federal Contractors Program (FCP) for employment equity applies to this procurement.
