The Military Sealift Command (MSC) is preparing to assume operation of the USS FRANK CABLE (AS 40), a submarine tender, in early 2010. Following the transfer, the vessel will undergo an extensive modification availability, planned to take place in Guam, its homeport. This presolicitation notice serves to inform potential contractors of MSC’s intention to possibly issue multiple contracts for the required modifications, known as AS 40 CIVMOD. Originally, this work was solicited as a sole-source contract under the justification and approval (J&A) process directed to Guam Shipyard, but MSC is now considering a full and open competition approach. The solicitation will be issued as a single procurement with the possibility of multiple awards for separate work lots, aimed at allowing one or more contractors to perform different portions of the work. The solicitation is targeted for release in January. This notice replaces a previously announced solicitation (N00033-09-R-7504) and will be canceled if an award results from that earlier process. Interested offerors will be notified if the current presolicitation is withdrawn. The contract falls under the NAICS code 336611, which pertains to shipbuilding, and is managed by MSC within the Department of Defense, with the office located in Norfolk, Virginia. Additional information and market research documents are available on MSC’s procurement webpage, and a designated point of contact is provided for inquiries.
