As Needed Event/Party Equipment Rental Services

The City of Menifee is soliciting proposals for a master agreement to provide as-needed event and party equipment rental services, including items such as jumpers, tables, chairs, tents, canopies, concession equipment, and linens. These services will support various city programs and special events at parks and facilities throughout Menifee. The contract is structured as a professional on-call services agreement with an initial one-year term and four optional one-year renewal terms. Selected firms will be requested to provide job-specific proposals for individual events, and the city will issue purchase orders accordingly. Vendors must be capable of a minimum 48-hour delivery time frame and are responsible for all delivery, pickup, cleaning, and labor. Evaluation is based on cost (35 points), firm experience and qualifications (25 points), delivery schedule and timeline (15 points), reference reviews (15 points), and the quality of the proposal response (10 points). Key requirements include providing engineer-stamped plans for certain tent sizes, adhering to ADA and fire safety regulations, and maintaining insurance from companies with an AM Best rating of A-VII or higher. Submissions must include a cost proposal, non-collusion certification, and acknowledgement of Senate Bill 1383 regarding emissions and climate pollutant reduction. Payment is issued within 30 days of receiving a compliant invoice following the completion of a purchase order.
