Assembly services – men’s t-shirts

The Correctional Service of Canada is seeking a contractor to provide complete assembly services for men’s t-shirts to be worn by inmates across Canadian correctional institutions. The contract is structured as a Request for Standing Offer with a base period running through May 31, 2027, and includes four optional one-year extensions. The contractor is responsible for the full production cycle—including cutting, sewing, labeling, packaging, and shipping—using materials provided by CORCAN. All t-shirts must conform to precise technical specifications, including dimensional tolerances for key measurements such as chest circumference, back length, and sleeve dimensions, verified against a sealed reference sample and a detailed size chart. Each shipment must be palletized with boxes containing exactly 50 shirts, clearly marked by size, and not exceed 45 kg per box or 350 kg per pallet. Packaging must use clear poly bags with adhesive labels, and every garment must have a permanent CORCAN-supplied label sewn into the center back neck along with an interior size label. A detailed packing slip must accompany each shipment, and deliveries must occur within 30 calendar days of a call-up to multiple institutions nationwide, with F.O.B. terms to be determined per delivery. The procurement follows a Lowest Price Technically Acceptable (LPTA) evaluation model, meaning only offers meeting all mandatory technical criteria will be considered for award, with price being the sole determining factor among compliant submissions. The contractor must comply with strict certification requirements, including a declaration that no goods are produced using forced labor under Canadian law, and must affirm Indigenous ownership if seeking eligibility under the Procurement Strategy for Indigenous Business, requiring verifiable documentation. Bilingual fluency in both English and French is mandatory for contract performance. Proposals must be submitted as three separate PDF files—technical, financial, and certifications—each under 10 MB in total email size, with no executable or image files permitted, and must be received by the stated deadline. Payment is contingent on adherence to invoicing guidelines and will be processed via MasterCard or direct deposit.
