The Internal Revenue Service (IRS) plans to award a sole source contract to Quest Diagnostics for the procurement of Nucleic Acid Amplification Tests (NAAT) Polymerase Chain Reaction (PCR) and Rapid Antigen tests to support its COVID-19 testing needs. This acquisition is justified under statutory authorities that allow for non-competitive contracts when there is a single responsible source. The requirement focuses on providing a proctored "at home" COVID-19 Rapid Antigen Card Home Test, a self-administered nasal swab test delivering results within 15 minutes. The testing process will be supervised virtually by contracted clinicians, who will verify employee identity, ensure proper sample collection, and authenticate test results through telehealth visits, underscoring the IRS’s need for supervised remote testing solutions. This notice is not a solicitation for proposals or bids but invites responsible sources to submit capability statements or quotations for evaluation, primarily to determine if a competitive acquisition is necessary. Any costs incurred in responding are at the respondent’s expense, with no reimbursement from the government. The contract references a solicitation number and is managed by the IRS’s IT Strategy and Modernization office located in Glenarden, Maryland. The deadline for submissions is December 17, 2021, and inquiries or submissions are directed to Patricia Session via email or phone.
