The scope also includes maintaining an effective liaison with local law enforcement, acting as an agent for utility payments at an estimated $500 per month, and contributing a $50 monthly allowance for minor fence repairs. Daily electronic reports with site conditions, photos, security logs, and observations are mandatory, along with weekly, bi-weekly, or monthly status meetings as directed by the Contracting Officer and Contracting Officer’s Representative. Evaluation is based on a best-value approach where non-price factors—including technical approach, past performance, safety and quality control, and contract experience—are collectively weighted higher than price, with all non-price factors considered equal in weight relative to one another. Price will be assessed for completeness and reasonableness, ensuring no unbalanced pricing across CLINs or options. Proposals must be submitted in two volumes via email to two designated points of contact by June 25, 2026, at 5:00 PM EDT
