The Air Force is conducting market research through a sources sought notice for audit support services related to the annual independent audits of its Central Nonappropriated Funds (NAFs). This notice is strictly for planning purposes and does not constitute a solicitation, obligation, or commitment to award a contract. Responses will not be compensated and are intended to inform future procurement decisions. The Air Force seeks qualified firms to provide advisory services aimed at making NAF financial statements audit-ready by remediating internal control deficiencies, developing standardized financial reconciliation templates and Standard Operating Procedures (SOPs), conducting risk assessments, and training staff, all in compliance with COSO, GAGAS, NIST SP 800-53, DoD 8500 series, and NAF Standard Clauses dated May 30, 2025. Respondents must provide their full company name, applicable NAICS code (541211), any existing government contract vehicles, Department of Labor SOC codes for proposed labor categories, and corresponding estimated labor hour costs. Technical feedback on the draft Statement of Objectives is also required to improve the eventual solicitation. Proposals must be submitted electronically via email to Mark Ramirez and Fay Cameron no later than 2:00 PM CDT on Friday, 8 May 2026, and must be organized into four searchable PDF files adhering to strict formatting standards including Times New Roman 12-point font, single spacing, and no embedded media. File One includes executive summary, company background, and exceptions to terms, limited to specific page counts; File Two contains pricing and required certifications; File Three details cost estimates; and File Four outlines performance schedules. All submissions must include completed NAF Standard Clauses with signed certifications and exceptions. Key personnel must include at least one licensed CPA with a bachelor’s degree in accounting or finance and 24 credit hours in accounting, with preferred certifications such as CIA, CGFM, or CISA. Personnel accessing NAFI systems must meet cybersecurity baseline requirements under DoDM 8140.03 and may require Tier 1 or Tier 3 background investigations. The future contract is expected to have a six-month performance period with a requirement to submit a draft final report 30 business days before the end and a final deliverable package 10 business days after concurrence.
