Full Description

The City of San Diego's (City) current contract for trash and recycling collection services at City facilities will expire on March 18, 2025. After a competitive bidding process, Allied Waste Systems, Inc. dba Republic Services (Republic) has been selected as the lowest responsive and responsible bidder. The City wishes to enter Into a five-year Agreement with Republic for the collection of trash, , recycling, green waste and mixed organics at City facilities. As the incumbent service provider, Republic has provided high quality service to the City during its five-year contract with the City. The proposed Agreement requires the service provider to actively assist the City in achieving the City's Zero Waste Plan as they pertain to City facilities and ensuring compliance with State and local legislation. The cost of recycling collection service must be no more than 60% the cost of trash collection service, green waste collection no more than 80% the cost of trash collection and mixed organics no more than 90% the cost of trash collection for the entirety of the Agreement to financially incentivize an increase in recycling, green waste and mixed organics collection services and a decrease in trash collection services. Additionally, It will be the responsibility of the service provider to ensure that each City service location has adequate recycling service as required by the City Recycling Ordinance. The service provider is required to provide quarterly diversion reports and annual reports. Site Audits are also required in the Agreement stating each City facility service location be visited once every fiscal year to assure containers are up to the standards of this Agreement and confirm each location has appropriate service levels. The Environmental Services Department (ESD) has centrally managed the contract for these services to the City for the past ten years. This streamlined management has resulted in increased efficiencies due to the use of one Contract Administrator for the City and one point of contact at Republic. ESD' s Contract Administrator will work closely with Republic to ensure that all requirements of the new proposed Agreement are met. ESD's contract administrator will work closely with City Departments to review and approve monthly invoices in a timely manner and ensure service levels align with City diversion goals.
