Authorize the use of City Forces for various GIP projects

The City of San Diego is authorizing the use of its in-house mill and pave teams to support the Capital Improvement Program (CIP) Street Resurfacing Program. This internal authorization involves a total expenditure not to exceed $18,000,000, with $11,000,000 allocated from the FY2026 Transportation Mill and Pave fund and $7,000,000 from the FY2025 Transportation Mill and Pave fund. The primary objective is to rehabilitate the structural integrity of existing streets that have suffered from natural deterioration or damage caused by trench cuts for water, sewer, stormwater, and dry utility work. All work is restricted to the public right-of-way or previously disturbed non-sensitive areas. The project scope includes various street segments throughout San Diego, such as 37th Street, Streamview Drive, Caliermont Mesa Road, Mission Bay Drive, and Euclid Avenue, among others. To ensure operational safety and environmental compliance, the City will implement Traffic Control Plans (TCPs) and Stormwater Best Management Practices (BMPs) to prevent non-stormwater discharges into the City's conveyance system. An environmental review conducted by the City Planning Department resulted in a Notice of Exemption, determining that the project will not have a significant effect on the environment under CEQA Guidelines.
