Authorize the use of City Forces for various GIP projects

The City of San Diego is authorizing the use of its in-house mill and pave teams to perform street resurfacing and reconstruction under the FY2025 and FY2026 Transportation Mill & Pave programs, utilizing a total of $18 million in funding sourced from two Gas Tax Improvement Program accounts—$7 million from GIP AlD00005 (B25079, FY2025) and $11 million from GIP A1Doooo5 (B26002, FY2026). This action, which exceeds the $500,000 threshold established by San Diego Municipal Code § 22.3105, requires formal city council authorization and is executed entirely through internal city forces without external contractors. Work will be conducted exclusively within public rights-of-way on paved streets and previously disturbed non-sensitive areas, targeting specific segments listed in Attachment A, which includes identifiers such as SS-024751-PV1 and others across multiple city corridors. The project involves rehabilitative mill and pave treatments to restore street structural integrity damaged by utility trenching or general deterioration, with all activities required to comply with approved Traffic Control Plans and Stormwater Best Management Practices to prevent non-stormwater discharges into the city’s drainage systems. Environmental compliance is ensured through categorical exemptions under CEQA Guidelines Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction), with a Notice of Exemption having been filed. The work is overseen by City Transportation Department personnel, including Project Manager Wayne Van Tassel, with program management coordinated by Rebecca Malone and Philip Lowry. No federal acquisition regulation clauses apply, as this is a municipal internal execution, and all financial, technical, and procedural requirements are governed by local codes and policies. The contract is not a traditional procurement; there is no solicitation for bids, no external contractor involvement, no invoicing system specified, no corporate certifications or socioeconomic designations, and no formal contract administration roles such as COR or COTR assigned. Proposals for environmental documentation were submitted by August 5, 2025, to the San Diego County Clerk’s Office via hard copy, and the project is set to proceed through the fiscal years specified without external delivery or FOB terms.
