The Department of the Air Force, through the Air Force Research Laboratory (AFRL) Information Directorate at Rome Research Site, has issued a Broad Agency Announcement (BAA) FA8750-22-S-7006 titled "Adaptive Waveform Generation for Extreme RF" under NAICS code 541715. This announcement solicits innovative research proposals focused primarily on the development of cognitive waveform generation, network control, and analysis within a unified scenario evaluation environment. The program targets advanced adaptive RF waveforms capable of extreme radio frequency environments, incorporating machine learning techniques for waveform generation, adversarial resiliency, and integrated over-the-air demonstrations that combine virtual and physical nodes. The BAA is structured as an open, two-step process accepting initial white papers only, with full proposals invited subsequently. It remains open until September 30, 2027, with suggested white paper submission windows aligned to fiscal years 2023 through 2027 to optimize funding opportunities. Total estimated funding available is approximately $49.9 million, with individual awards generally ranging between $300,000 and $3 million and durations up to 36 months. Multiple awards through various contract vehicles including FAR-based procurement contracts, DoDGARS grants and cooperative agreements, and Other Transactions (OTs) under specific U.S. Code authorities are anticipated. The solicitation emphasizes a rigorous evaluation framework incorporating technical, cost, schedule, security, and responsibility risk assessments within a trade-off award methodology that prioritizes scientific and technical merit relative to program importance and risk acceptance. Proposals must address compliance with several federal acquisition and defense regulations, including representations concerning the Federal Acquisition Supply Chain Security Act Orders and Supply Chain Risk Management. Offerors are required to submit unique entity identifiers, CAGE codes, and comply with organizational conflict of interest policies, export control mandates including DD Form 2345, and security requirements covering safeguarding of sensitive technology in accordance with AFRL and Department of Air Force guidance. Security reviews, including Science and Technology (S&T) Protection assessments, are integral to the award process to mitigate foreign influence risks. The BAA incorporates multiple amendments that update submission instructions, proposal formatting, contracting provisions, security compliance, and funding thresholds. Technical point of contact Gerard Wohlrab and contracting officer Amber Buckley manage the solicitation communications, with stringent instructions on submission protocols, including email submissions for unclassified proposals and coordination for classified proposals. The program encourages pre-proposal engagement but firmly restricts contractual commitments to authorized contracting officers. This BAA presents a key opportunity for entities capable of advancing cutting-edge RF waveform technologies with strategic defense applications under
