THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs must submit the following by e-mail to cflacquisitions@dot.gov (Attn: Eric Grosskreuz) for receipt by close of business (2 p.m. local Denver time) on June 4, 2026:
(1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor;
(2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business;
(3) A letter from a bonding agent stating your firm’s capability to bond for a single project of $5 million, and your firm’s aggregate bonding capacity; and
(4) Provide a list of road construction projects of equal or greater value and similar scope to that described herein and in which you performed (as the prime contractor) work in a national forest, national park, Bureau of Land Management lands, national monument and/or natural resource sensitive areas. Experience in full depth reclamation or pulverization, asphalt paving and roadway culvert installation is required. State whether your firm was the prime contractor or subcontractor on the project.

Project Details:
AZ BL COLO 7528(1) Burro Creek Road
Burro Creek Road is located in Mohave County, 71 miles southwest of Kingman, Arizona. The project is located in rolling terrain, with elevations along this section ranging from approximately 1,885 to 2,255 feet. The project begins at the bridge over Burro Creek and ends at the cattle guard near the intersection with US Hwy 93. The project's length is approximately 1.3 miles.
The proposed of this resurfacing, restoration, and rehabilitation (3R) project is to improve access to the camping and day use areas at the Burro Creek Campground, reduce maintenance costs and erosion, improve sediment control, drainage and safety. The scope of work for this project includes the following major construction activities and items:
- Pavement Rehabilitation: 1.3 miles of roadway resurfacing incorporating Full Depth Reclamation (FDR) and Asphalt Concrete Pavement, along with applicable fog seals and tack coats.
- Drainage Improvements: Installation of cross culverts and reconstruction of an existing headwall. Additional drainage work includes ditch grading and reconditioning, berms, bank stabilization, and the addition of flared end sections and riprap aprons throughout the project.
- Earthwork & Stabilization: Embankment benching, slope stabilization, slope scaling, and specific bridge approach repairs at the eastern abutment to resolve undercutting concerns
- Safety & Traffic Control Items: Installation of new regulatory and warning signs, pavement markings and the placement of boulders to control public access at specific locations throughout the project.
The project is structured with a base Schedule A encompassing the primary roadway rehabilitation, and an Option X which includes work associated with repairing bridge sedimentation, addressing undercutting at the bridge approaches, and boulder placement.
