This contract notification marks the formal initiation of a streamlined cost competition study under the revised OMB Circular A-76 for the Administrative Support Function performed by the General Services Administration (GSA) in both the Northeast and Caribbean Region (Region 2) and the New England Region (Region 1). The study, which began on March 31, 2005, covers a combined geographic area of these two regions and involves reviewing current government personnel and contractor support. In the Northeast and Caribbean Region, the incumbent workforce includes 14 full-time equivalents (FTEs) and approximately 20 to 25 contract workers based in New York City. The New England Region employs 11 FTEs and 6 to 10 contract workers, with staff distributed across Boston, Hartford, Providence, and Chicago. The study evaluates a base year plus four option years, determining whether outsourcing or in-house performance is more cost-effective, and will conclude around August 12, 2005. Key decision-makers and officials overseeing this study include Eileen Long-Chelales as the Competitive Sourcing Official and Steve Ruggiero as the Agency Tender Official for the Northeast and Caribbean Region. Additional leadership roles include study managers Joseph Giorgianni and deputies Joseph Musolino and Mary Jean Reddington. The point of contact for the initiative is Robert Woodside, the Contracting Officer located in New York City, reachable via phone or email. Importantly, this announcement is not a solicitation, and no proposals are requested as a solicitation will only be issued if contract performance costs are found to be less than the cost of government personnel performing the tasks internally. The study operates under NAICS code 561110 and is part of GSA’s ongoing efforts to ensure efficient and cost-effective administrative support services in these regions.
