NOTICE OF INTENT TO SOLE SOURCE: The Center for Disease Control and Prevention (CDC) is contemplating the award of a contract on a Sole Source basis to the University of California at San Francisco (UCSF), Center for AIDS Prevention Studies (CAPS), in accordance with FAR 6.302-1 and HHSAR 306.302-1, Only One Responsible Source. The basis for this contemplation is that only one responsible source and no other services will satisfy agency requirements. Currently, CDC funded under Program Announcement (PA) 06-618 twelve Community Based Organizations (CBOs) to implement and adapt the community level HIV prevention intervention, Mpowerment. Applicants were informed that agencies chosen for funding would receive intervention materials, training, and ongoing technical assistance related to the project for which they were funded to target minority populations of YMSM. The Mpowerment intervention was developed by CAPS to be delivered as a community-level intervention. Thus, in this sole-source contract, a community-level intervention intended to prevent HIV transmission among YMSM in the target minority populations. This will target effectively the programmatic objectives of PA06-618. The purpose of this contract is to procure the services and technical expertise from the only qualified contractor who will partner with CDC to review and summarize existing data, to provide training and technical assistance on Mpowerment to directly-funded CBOs who are awarded funds to implement this intervention through PA06-618. The Mpowerment intervention materials are proprietary data (Copyright(c)2002 Center for AIDS Prevention Studies). These proprietary materials will be further refined and provided by UCSF CAPS to be used by CBOs funded to implement the Mpowerment intervention in minority populations of YMSM. Therefore CDC believes that UCSF CAPS is the only resource that has this unique program. The anticipated performance period is for 15 months. It is believed that UCSF CAPS possesses the capability and is uniquely qualified to perform this requirement as stated above. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses should be received by April 15, 2008, at 4 PM, Eastern Standard Time (EST).
