ME The requirement is for a Penobscot Information Coordination. They will develop and maintain a website to update, track and disseminate results from research and monitor projects in the Penobscot River Wate4rshed, produce a quarterly newsletter on current and past research, and plan and organize 4 meetings of researchers conducting work in the Penobscot River watershed. The Senator George J. Mitchell Center for Environmental and Watershed Research at the University of Maine in Orono, ME, has been designated as the clearinghouse for information on diadromous species restoration and recovery in the Penobscot River. In this role, they receive information on ongoing activities and are uniquely positioned to provide the deliverable s that NOAA requires. While other organizations and entities have information on some of the research and monitoring activities within the watershed, no other entity has all the information and therefore could not provide the deliverables that NOAA requires. Anything less than a complete picture would jeopardize our ability to meet our goals of maximizing integration and efficency in research being carried out. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement utilizing Simplified Acquisition Procedures in accordance with FAR 13. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1).
