The Directorate of Logistics and Sustainment at Headquarters Air Force Materiel Command is soliciting proposals from small businesses to provide technical and consulting services for the Air Operations Combat Support (AOCS) Program. This effort aims to enhance logistical command and control decision support and supply chain processes that are critical for improving global combat support of air operations. The contract will be awarded via the GSA Federal Supply Schedule, with a base period of 12 months plus a 6-month option, starting around September 30, 2007. The solicitation is a total small business set-aside under NAICS code 541511, with a size standard of $23 million, and foreign contractors are not permitted to participate. The AOCS Program addresses key challenges uncovered during operations in Iraq and Afghanistan, such as compressed crisis action planning timelines, difficulty in accurately assessing air combat support impacts, and gaps in expeditionary base establishment expertise. These issues have led to misalignments and communication problems among Joint Services, hindering timely and effective air operations. The goal is to provide rapid prototyping and collaborative consulting services that enable improved fusion between combat support and air operations, enhancing the timeliness and effectiveness of logistical support across the combat support domain. Interested firms must submit proposals by 4:00 PM EST on August 8, 2007, and direct inquiries to the designated contracting officer. An ombudsman has been appointed to confidentially address concerns related to the acquisition process without affecting formal procurement procedures.

Questions concerning this requirement should be sent in writing to the Contract Negotiator, Kevin Poole, by e-mail at contact@example.gov. OVERVIEW: The heightened operational tempo of worldwide military and disaster relief missions is stretching Air Force capabilities thin and significantly increasing - wear and tear on both equipment and personnel. Visibility into expeditionary operations is constrained due to - stove-piped legacy systems and manually - integrated business practices. Excessive time is required to obtain, reconcile, and assess mission-critical information. The lessons learned from operations in Iraq and Afghanistan demonstrates that improvements in air combat support planning and execution are urgently needed in order to deliver more responsive and effective mission capabilities to warfighters. Specific examples of known problems include: - Compressed crisis action planning timelines result in numerous misalignments of forces, with illogical phased movements and forces frequently deployed to the wrong locations. - Planners have difficulty accurately depicting operational impacts based on air combat support posture. - There is a lack of experience in establishing expeditionary bases in austere conditions. - Combat support has different meanings within the Joint Service community, leading to issues resulting from miscommunication/interpretation among services. - Feedback mechanisms and performance measurement evaluations are incomplete; metrics are defined and tracked, but with no goals and standards for assessment being defined. These problems result in commands and headquarters not having timely, actionable air combat support information, thereby adversely affecting their ability to conduct timely and effective air operations. The Directorate of Logistics and Sustainment, Headquarters United States Air Force Materiel Command (HQ AFMC/A4), intends to implement and improve logistical command and control decision support and supply chain processes in order to improve global combat support of air operations. To implement these changes, HQ AFMC/A4 requires consulting services to collaborate with key process stakeholders throughout the logistics and operations communities across the Department of Defense (DoD). Technical services are also needed to provide rapid prototyping capabilities that allow insight to the programmatic and policy actions needed to rapidly improve the fusion between combat support and air operations; significantly improving the timeliness and effectiveness of logistical support across the combat support domain.
