The contract involves procuring services under simplified acquisition procedures for the National Oceanic and Atmospheric Administration's (NOAA) National Marine Fisheries Service in Honolulu, Hawaii. The goal is to enhance an existing ARCGIS application used for analyzing fisheries data related to American Samoa and Hawaii longline fisheries. The performance period extends through April 2008, with an estimated contract value under $100,000. This action will be awarded on a sole-source basis under the authority of FAR 6.302, targeting Mappamondo GIS snc, whose representative, Francesca Riolo, played a key role in developing the original software and is uniquely qualified due to exclusive access to the source code. The vendor’s responsibilities will include making significant improvements to the original ARCGIS application, which was developed in 2004-2005, and creating a web-based interface. This interface will enable users to access, browse, and download non-confidential fisheries plots and time-series animations highlighting critical metrics such as catch, effort, and catch per unit effort (CPUE). Interested parties may submit written responses within 15 days despite the non-competitive nature of the solicitation. All contractors must be registered with the Central Contractor Registry (CCR) and possess a Dun & Bradstreet number to be eligible for award. The contracting office handling this procurement is located in Seattle, Washington, with Mona M. Ash serving as the contract specialist.
