The purpose of this synopsis is to inform the vendor community of the Defense Information Systems Agency (DISA) proposed contract action. DISA intends to award sole-source to Alterpoint, Inc., who is the direct manufacturer of the Network Authority 6 software. The following is the approved justification and approval for use of other than full and open competition pursuant to the authority of 10 U.S.C. 2304(c)1 This synopsis will close on Tuesday, July 24, 2007 at 11:00am EST. Nature/Description of Actions: The Defense Information Systems Agency (DISA) Information Systems Center requires Alterpoint?s Network Authority 6 software which is a solution that enables DISANet Administrator to efficiently manage the configurations of Network Devices such as switches, routers, firewalls, and others. Network Authority 6 is the only solution for network governance. Network Governance is an advanced approach to managing modern enterprise networks that focuses on business alignment and goes well beyond the basic, proprietary tools that focus solely on inventory and change automation. DISA has identified governance as the catalyst for achieving standardization and reducing risk, but there has been a gap between best practice concepts and how to run a network. Alterpoint?s Device Authority upgrade to Network Authority 6 is to bridge this gap by providing the open network model and analytics to meet DISA?s needs to optimize network spend while institutionalizing the adaptability for tomorrow?s requirements. Alterpoint is the direct manufacturer of the software Network Authority 6, formerly Device Authority, which is now a family of four products that provide automated analytics, compliance management, asset management, and network vulnerability management. DISA has requested Alterpoint to provide adapter work to support CyberGurad Firewalls for Alterpoint?s Network Authority version 6.0. In addition, DISA has requested professional services to upgrade two systems to the most current version of Network Authority and training/knowledge transfer to DISA. All adapter work and training in this situation can only be provided by Alterpoint. The code specific to matching the adapters with the technology is proprietary and therefore there are no authorized companies outside of Alterpoint that would have the capabilities to perform said request as well as the training associated with it. The specific professional services for the upgrades can only be performed by trained individuals with experience in the upgrade process. The work was requested by DISA and specifically with Alterpoint professional services due to the criticality of the services to the overall DISA mission. These services ensure modifications on firewalls are carried out efficiently with minimal risk. Network downtime is attributed to human error, and the DISANet Control Center currently has no ability to correlate outages with configuration changes to DISANet Firewalls.
