AI Contract Overview

The Federal Railroad Administration is planning to award a modification to an existing contract with Ensco to install and test a train-mounted deployable gage restraint measurement system (DGRMS) on a self-propelled railroad car currently being built. This system will be suspended from the vehicle frame and designed to adapt dynamically to variations in rail position and vehicle suspension movements, maintaining specific vertical and lateral loads as prescribed by the operator. The implementation of the DGRMS aims to improve safety and reliability while enhancing the operational capabilities and performance beyond what existing gage restraint measurement systems offer. This contract modification focuses on advancing rail inspection technology by incorporating a deployable and adaptable measurement device that can operate in real time on moving rail equipment, thereby addressing limitations of current technologies. It is important to note that this announcement is informational, with no competitive solicitation available at this time. The effort is managed by the Federal Railroad Administration under the Department of Transportation, based in Washington, DC.

The Federal Railroad Administration (FRA) intends to award Modification No. 3 to Contract No. DTFR53-01-C-00056 with Ensco of Springfield, Virginia for the installation and testing of a train-bound deployable gage restraint measurement system (DGRMS) on a self-propelled railroad car now under construction. The DGRMS shall be suspended from the vehicle frame, be able to follow the rails as the vehicle frame moves on its suspension and as the rail position varies, and shall always maintain a set of operator prescribed vertical and lateral loads on the rails. This DGRMS will minimize the safety and reliability risks and increase the operational capabilities associated with the currently available GRMS technology while enhancing its performance. This synopsis is for information purposes only, and a competitive soliticitation is NOT available.

Handheld RUS Sensor Design and PrototypingThe contract focuses on the design and engineering of a handheld ultrasonic sensor utilizing Resonant Ultrasound Spectroscopy to identify microfractures in railcar wheelset bearings, aiming to enhance safety and predictive maintenance in railroad operations. The project will involve developing a portable, field-deployable device capable of nondestructive detection of early-stage damage in critical bearing components, leveraging the precision of RUS to detect subtle changes in material resonance patterns indicative of microcracks. The work is to be performed in Simi Valley, California, with a NAICS code of 334511 indicating classification under navigational, measuring, electromedical, and control instruments manufacturing. This subcontract is tied to the Department of Transportation’s Federal Railroad Administration and is intended to advance inspection technologies for rail infrastructure. The project emphasizes innovation in sensor miniaturization, signal processing, and real-time data interpretation to enable on-site maintenance personnel to detect bearing degradation before failure occurs. While specific performance metrics or deliverables are not listed, the emphasis on prototyping suggests a focus on moving from conceptual design to a functional, ruggedized device suitable for industrial use. The effort supports broader goals of improving rail safety through advanced, noninvasive diagnostics.
