The National Institute of Standards and Technology intends to award a sole source, firm-fixed price purchase order to Ranbir Singh for the development of a Pulsed Power 4H Silicon Carbide Thyristor. The project focuses on creating a device with specifications of 2 to 5 kV and 3mmX3mm, requiring the analysis of designs optimized for high dI/dt capability, the development of robust edge-termination and passivation techniques, and comprehensive performance testing under pulse power conditions. A critical technical requirement is the ability to achieve high blocking voltages up to 20,000V. Ranbir Singh was selected based on unique expertise and published work regarding the production of 19,000 V semiconductor devices. The government intends to negotiate this requirement under FAR 13.106(b), with an anticipated award date around May 01, 2003. While this is a notice of intent rather than a request for competitive quotations, the government will consider capability statements submitted by the deadline to determine if the requirement should remain a sole source procurement.

The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with Ranbir Singh for Development of a Pulsed Power 2 to 5 kV, 3mmX3mm, 4H Silicon Carbide (4H-SiC) Thyristor. The services needed include: Analyzing new Thyristor designs optimized for high dI/dt capability based upon the results of simulations. Developing highly robust edge-termination techniques along with a suitable passivation that can survive the high operating voltage. Performance testing and haracterization of the fabricated devices in pulse power conditions. Specific requirement is SiC power device edge termination designs that can achieve high blocking voltage up to 20,000V.Ranbir Singh has the unique expertise in producing a 19,000 V semiconductor device and has published work on such high voltage semiconductor devices. The Government anticipates the award of a firm-fixed price purchase order on or about May 01, 2003. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the government will consider all capability statements received by May 01, 2003. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.

Subscription to a Mathematical Bibliographic and Expert Reviews Database
Solicitation # SS-NB135000-27-00002
The Department of Commerce National Institute of Standards and Technology (NIST) is conducting market research through a Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract under solicitation number SS-NB135000-27-00002. The objective is to secure campus-wide online access to a curated mathematical bibliographic and expert review database for researchers at the Gaithersburg, Maryland, and Boulder, Colorado campuses. This resource is critical for the NIST Research Library and Museum to support the measurement science mission by enabling researchers to evaluate proof validity, track citations, and discover peer-reviewed mathematical findings. The required database must contain over 3 million items of American and European mathematical sciences literature, featuring bibliographic information, abstracts, and direct links to original articles. Key technical requirements include the ability to search by Digital Object Identifier (DOI) and the provision of email alerts for new results or citation changes. The service must be hosted externally with access provided via IP authentication. Interested respondents under NAICS code 513210 are requested to provide corporate details, company size status, and information regarding existing GSA Multiple Award Schedule contracts by October 29, 2026.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
