AI Contract Overview

White Sands Missile Range is seeking to award a sole-source contract to M&E Engineering, Inc. for a feasibility study regarding self-generation at five separate substations. This requirement originated as an energy savings initiative under a GSA Areawide Utility contract, but because the utility is closing its initiative operations, the work must now be contracted directly. Due to time constraints and the specialized position of the vendor, the Contracting Officer has determined that a sole-source award is the most efficient path forward. The study is valued at less than 35,000 dollars and is being pursued under the authority of the default clause in the areawide contract. While M&E Engineering, Inc. will conduct this specific feasibility study, the government has specified that any subsequent contracts resulting from the findings of the study will not be restricted to this vendor and will remain open to competition.

Full Description

NA ACA, White Sands Missile Range intends to award a sole-source contract to M&E Engineering, Inc., for the preparation of a feasibility study for self-generation at five (5) separate substations on White Sands Missile Range. M&E was the selected subcontract or to perform this work under a GSA Areawide Utility contract, as an energy savings initiative. The utility is closing its energy saving initiative operations, and it is honoring its previous commitments, but it will not accept the planned work. The requ irement still exists, but there is not enough time to obtain competition. M&E is now in a superior position to any one who would now compete against them, for a study that is less than $35,000. It is the Contracting Officer's judgement to complete the aw ard to M&E on a sole source basis under the authority of the default clause in the areawide contract. Any contract that may result from this study will not be restricted to M&E. Note 22.
