The contract is a sole-source solicitation issued by the Naval Supply Fleet Logistics Center in San Diego under solicitation number N00244-03-T-0679. It is intended to award a firm-fixed-price contract to The Kronos Science Laboratory for the performance of serum analysis on samples collected from the Office of Naval Research (ONR) sponsored "Immune Function Project." The project focuses on evaluating immune function during military operations in harsh environments by measuring specific stress markers, including cortisol, testosterone, high sensitivity C-reactive protein, sex hormone-binding globulin, the testosterone index, and heat shock protein-70. The Kronos Science Laboratory has been selected due to its proprietary, state-of-the-art analytical techniques that offer the highest sensitivity and accuracy with minimal assay variability, which is critical for the longitudinal nature of the study. The contract justification is based on FAR 6.302-1, citing that The Kronos Science Laboratory is the only source capable of providing the required high-quality serum analysis services with the necessary precision. The solicitation follows Federal Acquisition Regulation (FAR) provisions effective through Federal Acquisition Circular 2000-08, and compliance with Central Contractor Registration requirements is mandatory. The contract supports the Naval Health Research Center in San Diego and emphasizes the importance of minimizing between-subject assay variability to ensure the reliability of the study's repeated measures of stress markers in military personnel under environmental stress. The point of contact for this contract is Frances L. Cardozo from FISC San Diego.
