The Bureau of Reclamation plans to negotiate exclusively with The Johns Hopkins University’s Department of Mechanical Engineering to build a full-scale physical model of a microbubble diffusion system designed to remove supersaturated gases from water. This model will utilize a patented design authorized by the patent holder for Johns Hopkins to construct and operate. The procurement falls under Simplified Acquisition Procedures and is justified under the authority that limits competition to one source, as the Government believes only this entity can fulfill the specific technical and performance criteria required for the project. While the Government intends to proceed with sole source negotiations, it invites other firms that believe they can meet the requirements to provide written notice and evidence of their capabilities within seven days of the notice publication. Responses must include the firm's DUNS and TIN numbers and specify their business size according to NAICS code 541710 standards. The evaluation of such responses will determine whether or not to open the procurement to competitive quotes; however, the Government retains full discretion regarding this decision. Inquiries and responses are to be submitted via fax, directed to the contracting officer Robert E. Collins.
