The U.S. Army Robert Morris Acquisition Center, Natick Contracting Division, intends to award a single Firm Fixed Price contract to the Midwest Research Institute for specialized testing of chemical protective fabric. The project focuses on measuring the permeation resistance of Joint Service Lightweight Integrated Suit Technology garments against a variety of toxic industrial chemicals and chemical warfare agents. Testing will involve liquid drop dual flow tests on triplicate swatches under varying humidity levels to measure penetration over time. This acquisition is being conducted on a non-competitive basis because the Midwest Research Institute is identified as the only source capable of developing the necessary procedures and providing the required detection hardware within the specified timeframe. All testing and the final report must be completed within six months of the contract award. Inquiries regarding this presolicitation were directed to Ms. Darlene Rideout with a deadline of May 16, 2003.

The acquisition is for performing tests for permeation resistance of chemical protective fabric against toxic industrial chemic al (TIC). Testing will consist of liquid drop dual flow tests on triplicate swatches prepared from Joint Service Lightweight Integrated Suit Technology (JSLIST) intact garments. Triplicate swatches will be tested with toxic chemicals at low and at 80% re lative humidity, applying one-microliter liquid drops, 8 drops per 10 square centimeters, on the swatch in a dual flow permeation cell. Measure penetration vs. time with flows along the outer surface and inner surface. Toxic industrial chemicals and CW a gents to be used are Boron tribromide, Chlorosulfonic acid, Crotonaldehyde, Methane sulfonyl chloride, n-Butyl isocyanate, Nitric acid, Phosphorous trichloride, Sulfuryl chloride, Allyl alcohol, Tert-octyl mercaptan, Titanium tetrachloride, Iron pentacarbo nyl, Methyl chlorosilanes, HD, and GD. Tests and final report are to be completed within six months of contract award. Midwest Research Institute is the only known company available that can develop procedures for these toxic industrial chemicals and pr ovide continuous challenge and detection hardware needed to conduct TIC breakthrough tests on the air-permeable material of the chemical protective uniform in the timeframe required. The US Army DEVCOM Soldier Center, in coordination with the Product Manager for Soldier Clothing and Individual Equipment, has issued this Sources Sought Announcement to identify potential sources of multifunctional fibers, yarns, fabrics, coatings, or finishes. The primary objective is to enhance the environmental protection of dismounted Warfighters by identifying materials that provide at least two functionalities, such as moisture management, thermal protection, repellency, vector protection, and flame resistance. The government is seeking both near-term solutions with a Technology Readiness Level (TRL) of 5 to 7+ for rapid integration into active Programs of Record, and far-term next-generation concepts with a TRL of 2 to 4 to inform future technology investments. Respondents must provide detailed business information, including CAGE and NAICS codes, and verify compliance with the Berry Amendment. Technical submissions require comprehensive data, including GHS-compliant Safety Data Sheets and verifiable test reports adhering to standards such as ASTM D5034 for tensile strength and AATCC TM22 for water repellency. Physical samples, including specific yardage for fabrics or minimum meterage for yarns, must be submitted for destructive laboratory testing. Electronic responses, including white papers and the completed Appendix A template, are due by December 23, 2026, with physical samples to follow within six weeks. This announcement is for information gathering and planning purposes only and does not constitute a formal solicitation or a commitment to award a contract.
