AI Contract Overview
The Department of Veterans Affairs through its Network Contracting Office 8 is conducting market research under a Sources Sought notice to determine the feasibility of sole sourcing genomic sequencing services for thyroid cancer patients at the C.W. Bill Young Veterans Medical Center in Bay Pines, Florida. The intent is to identify qualified small businesses, particularly Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Veteran-Owned Small Businesses (VOSBs), and other Small Businesses capable of performing Afirma FNA (CPT 81546) and TERT DNA (CPT 81345) tests on fine-needle aspiration biopsy samples to generate a quantitative risk score on a 0–100 scale for individualized treatment planning. Responses are requested by June 15, 2026, via email to Michael Shook, with submissions limited to a capability statement and a letter of supply if available, though no formal proposals or pricing are required at this stage. The purpose is exclusively to gather market intelligence and assess socioeconomic set-aside potential, with the possibility of future solicitation as an SDVOSB, VOSB, SB, or unrestricted requirement depending on responsiveness. The selected vendor must be a CLIA-licensed laboratory capable of delivering accurate, timely, and clinically relevant genomic test results directly to VA providers, including immediate notification of critical results and comprehensive written reports with interpretive clinical commentary. The laboratory is required to provide preprinted test order forms and must comply with HIPAA standards for protected health information, though a formal Business Associate Agreement (BAA) is waived under VA policy recognizing reference labs as part of continuity of care. Performance will occur at the Bay Pines, Florida facility, and no physical delivery or packaging requirements apply since the service is diagnostic and report-based. There are no specified evaluation factors, award criteria, pricing structure, or contract duration, as this is a pre-solicitation phase with no guaranteed future award; all future procurement terms would be defined in a subsequent formal solicitation.
