Request for Information - DCSA Personnel Vetting (PV) Fieldwork Services Requirement

Solicitation # RFIPVField2027

The Defense Counterintelligence and Security Agency (DCSA) is issuing this Request for Information (RFI) to gather industry feedback for a Personnel Vetting (PV) Fieldwork Services requirement. The scope involves providing all labor and cleared personnel necessary to conduct background investigations and PV products using the Personnel Investigations Processing System (PIPS). The proposed contract structure consists of a five-year base period followed by five one-year option periods. While the work will primarily leverage virtual capabilities, the contractor must be capable of providing in-person interviews across the United States and potentially internationally, including support for various languages. The government intends to use a best-value tradeoff evaluation across two distinct tracks. Workload allocation will initially be based on the lowest unit price, with semi-annual performance evaluations using a dynamic points system that weights price, timeliness of delivery, quality of products, and pending inventory age. Strict security and cybersecurity standards are required, including CMMC Level 2 Third-Party Assessment compliance and adherence to DFARS 252.204-7012 for safeguarding covered defense information. All materials containing personally identifiable information must follow rigorous double-wrapping, manifesting, and tracking protocols. The government maintains final authority over the inspection and acceptance of all investigative products based on DCSA policies and quality assessment standards.
