BALBOA LIFT STATION GENERATOR REPLACEMENT & ELECTRICAL IMPROVEMENTS

The City of McAllen is soliciting sealed electronic bids for the replacement of the generator and associated electrical improvements at the Balboa Lift Station, under solicitation number 07-26-C37-875. The project requires the installation of a new 450kW diesel standby generator equipped with a 24-hour fuel tank and a 1600A service-entrance-rated delayed-transition automatic transfer switch featuring bypass isolation to ensure seamless switching between utility and emergency power sources. All bids must be submitted exclusively through the City’s online portal by 3:00 p.m. Central Daylight Time on July 30, 2026, with no hard copies or late submissions accepted. A pre-submittal conference is scheduled for July 16, 2026, available both in person and via Zoom, and all project inquiries must be submitted through the Clarifications tab within the bidding portal to be considered. Bidders are required to register on the City’s procurement portal to access plans, specifications, and bid documents, and must also submit a bid security of at least five percent of the total bid amount in the form of a certified cashier’s check or bond from a surety company licensed in Texas. The bid security must be delivered in a sealed envelope clearly labeled with the project number and handed delivered, sent via courier, or mailed to the designated address prior to the bid deadline. The City reserves the right to reject any or all bids, waive minor irregularities, and award the contract based on best value, holding all bids valid for sixty days. Bid submission is limited to applicable product categories including stationary generators, energy-related construction, and electrical systems, and responses will be publicly opened at McAllen City Hall on the deadline date with a live Zoom option available for viewing.
