Description: The City of McAllen is seeking proposals for the design, construction, delivery and operational readiness testing of a comprehensive upgrade of the video surveillance and access control systems at the McAllen International Airport.
Due to the sensitive nature of this project and the scope of work involved, a fully executed Non-Disclosure Agreement (NDA) must be on file prior to accessing any Security Sensitive Information (SSI) documents and prior to attending the Pre-Submittal meeting. Deadline to submit NDA is Friday, September 18, 2026 at 5:00 p.m., Central Daylight Time (CDT).
Proposal Submittal Deadline: Proposals addressed to Mr. Isaac J. Tawil, City Manager, will be received until Wednesday, October 21, 2026 at 3:00 p.m., Central Daylight Time (CDT). All proposals are only to be submitted electronically through the City of McAllen’s bidding portal: https://mcallen.procureware.com, on or before the aforementioned date and time. Original, hard copy, and/or late proposals shall not be accepted.
Mandatory Pre-Submittal Conference: The details, will be provided only after a fully executed Non-Disclosure Agreement (NDA) has been received and accepted by the City. Only respondents with an executed NDA on file will be granted access to the meeting and any associated Security Sensitive Information (SSI) documents.
Respondents whose attendance is not documented by the City at the mandatory pre-submittal meeting will be deemed non-responsive.
All prospective respondents are required to have a representative in attendance in order for a submission to be responsive. Failure to attend will result in rejection of the bid.
Title VI Solicitation Notice: As a condition of a grant award, the Sponsor shall demonstrate that it complies with the provisions of The (Title of Recipient), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of the owner’s race, color, national origin, sex, creed, age, or disability in consideration for an award.
To view this solicitation and submit a proposal, you must first register in the City’s bidding portal at https://mcallen.procureware.com. Solicitation documents will not be mailed, e-mailed, or provided in person. Once registered, you will also be added to the solicitation distribution list for changes and/or additions via Addenda form.
An electronic copy of your Bid Bond from a reliable surety company licensed to operate in the State of Texas or Certified Cashier’s Check, (Proposal Security) payable without recourse to the City of McAllen, for the amount of not less than five percent (5%) of the total Proposal price shall be submitted as a guaranty that if awarded the contract, the Respondent will enter into a contract with the City of McAllen. Please note that electronic copies for a bid bond must include a bond number; Cashier’s checks must include a check number with a date on or prior to the bid opening date. The Original Bid Bond / Cashier’s Check shall be submitted by all respondents within one business day to the Purchasing and Contracting Department located at 1300 Houston Ave, McAllen, Texas 78501. Failure to meet these requirements shall be ground for disqualification.
