Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and SupplieS (FASTPASS) Innovative Solutions Opening
Solicitation # ARPA-H-SOL-26-160
The Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and Supplies (FASTPASS) program, under solicitation ARPA-H-SOL-26-160, is an initiative by the Advanced Research Projects Agency for Health (ARPA-H) to develop a near real-time, non-destructive, AI-enabled screening system. The goal is to identify contamination, adulteration, and quality defects in pharmaceutical products through their packaging at ports of entry and other supply-chain nodes using multi-modal sensing and data fusion. This 54-month program is structured into three 18-month phases, culminating in a fieldable platform with validated training materials and integrated documentation capabilities. This procurement is conducted as a multiple-award Other Transaction (OT) Agreement rather than a standard federal contract, meaning it is governed by specific OT articles instead of the Federal Acquisition Regulation. Awards are based on the most advantageous proposals, with primary evaluation factors including innovation, soundness, execution planning, risk management, and team expertise. Payments are fixed and triggered by the successful completion of milestones, managed through the Payment Management System. Proposers must be registered in SAM.gov and provide detailed technical and cost proposals, including a milestone payment schedule and research security disclosures. Amendment 01 specifically updated the cost proposal narrative model and workbook to correct typographical errors and rename appendices.

The National Institute for Occupational safety and Health (NIOSH)/CDC has a requirement for a Ballistometer, designed to measure skin elasticity parameters. This Ballistometer needs to be capable of evaluating firmness of the skin by identification and resilience by the degree of rebound. Total measurements calculated include the peak penetration depth of the probe beneath the skin, the start heigh of the probe (K), the rate of energy damping (alpha), coefficient of restitution (CoR and area). With this type of Ballistometer, it will allow quick calculation of these parameters, eliminating the need to calculate by hand, and will be valuable evaluating dermal elasticity and firmness loss in the skin after exposure to harsh chemical mixtures such as oil and gas drilling fluids. Anticipated delivery: Within the next 3 months Other important considerations: In case domestic sources are available and capable of fulfilling the Government's need, and a future solicitation is published, the Government will use evaluation preferences in accordance with FAR 25.
