Base Cape Cod Refuse & Recycling Services

This is a sources sought notice issued under FAR Part 10 by the U.S. Coast Guard to conduct market research for refuse and recycling collection and disposal services at USCG Base Cape Cod in Buzzards Bay, Massachusetts, and seven USCG-owned residences in Harwich, Massachusetts. The notice is not a solicitation, does not constitute a request for proposal or quotation, and will not result in a binding contract. Responses are voluntary, unpaid, and used solely to inform the Government’s acquisition strategy, including whether to set aside the requirement for small businesses or other socioeconomic categories. The requirement calls for comprehensive solid waste collection, including labor, transportation, equipment, and materials, to service 100 occupied homes, 39 buildings on the base, and 7 single-family homes. All collected waste must be transported to and disposed of at a certified off-site commercial facility compliant with federal and state environmental regulations. Contractors must provide all necessary equipment, including 96-gallon polyethylene residential totes and heavy-gauge metal commercial containers with locking wheels and leak-proof designs. Vehicles and containers must be maintained in clean, odor-free, and mechanically sound condition, and all personnel must wear photo ID and uniforms that do not include the color blue. Contractors are required to ensure all employees are U.S. citizens or legal residents, pass a National Crime Information Center background check, and be able to read, speak, and understand English. Personnel must check in at the front gate, obtain a day pass, and are strictly prohibited from using cell phones while driving on base. Performance must adhere to specified schedules, with missed collections corrected within 24 hours, and all activities must comply with OSHA and EPA regulations. The contract structure includes one base year and four option years, with deliverables such as a Quality Control Plan, Safety Plan, Certificate of Insurance, disposal permits, and a detailed collection schedule to be submitted shortly after award. No pricing, CLINs, or contract value is provided, as this is strictly a market research tool, and responses must be submitted via email in Microsoft Word format by the deadline of July 8, 2026.
