SPECIAL NOTICE: THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES/PROPOSALS AND NO SOLICITATION IS AVAILABLE. The intent of this notice is for informational purposes only. The Department of Homeland Security, United States Coast Guard, Operational Logistics Command (LOG-94) intends to award sole source contract on a basis of other than full and open competition to the City of Petaluma Franchise vendor; Recology Sonoma Marin in accordance with (IAW) 3204(a)(5) or 41 U.S.C. 3304(a)(5) implemented by the Federal Acquisition Regulation (FAR) 6.103-5 (FAR Class Deviation 25-111 ) “Authorized or required by statute”. 


This service includes disposal of all refuse except for regulated waste as specified and as required by Federal, State, and Local laws and regulations. In addition to the basic contract services, additional services may be ordered on an as-needed basis.


The contract period of performance is: 08/01/2026 – 07/31/2031


The contractor will provide all services per PWS. This contract will be made utilizing FAR Part 15 “Contracting by Negotiation” and Subpart 13.5 “Simplified Procedures for Certain Commercial Products and Commercial Services”. The procurement type will be a firm fixed price.


The NAICS Code for this procurement is 562111 (Solid Waste Collection) with size standard $47 million.  The PSC for this procurement is S205-Housekeeping- Trash/Garbage Collection.
