Full Description

This serves as a Notice of Intent to increase the Whiteman AFB SABER contract ceiling (contract number FA4625-10-D-0003) an additional $3M from $45M to $48M. Due to task orders awarded in FY13 and prior years, the IDIQ is at or near exhaustion of capacity prior to expiration of the performance period, 31 May 2015. Additional capacity is requested to award task orders as well as to support any unforeseen contract modifications on existing task orders. Approval through proper Air Force channels to increase the capacity on the SABER contract will be obtained. It is in the best interest of the Government to minimize project funding risks by increasing the SABER for the execution of FY14 planned tasks. Whiteman AFB SABER was competitively awarded in June of 2010 to the Infinite Energy Construction (IEC) Company, under the Small Business Administration 8(a) Business Development Program. The contract included one base year and four option years. The SABER contract had an original contract ceiling of $40M over a five-year period, increased to $45M in April 2014. This original ordering period of the contract with options expires 31 May 2015 and will not be extended. Due to high demand of the construction services under this contract, the increased capacity to $45M will soon be reached. The intent of this action is to increase the contract ceiling in order to allow adequate time for a follow-on contract to be competed without interrupting the agency's mission. Based on the projections of upcoming projects, an increase of $3,000,000 is required. This increase is to cover within scope changes and to perform existing and planned tasks until the new procurement is awarded, anticipated for 01 Jan 2015. The 509th Contracting Squadron is currently in the acquisition process to award a follow on contract via the competitive 8(a) process. All required specifications are being prepared and reviewed. If the capacity increase is not approved, a lapse in execution of task orders will occur, resulting in delays in providing operational facilities and failure to adequately support the mission at Whiteman AFB. The main projects to be awarded under the SABER contract, based on approved capacity increase, are: Correct Unstable Slope at CATM Complex, Upgrade Fitness Center Interior, Repair Multiple Bldgs Brick Mortar, Update 509 BW Conference Tele-communications, Correct Base Clinic Slope & Storm Drainage, Repair Bldg 41 HVAC, Install Bldg 4055 Steel Loading Dock, Repair Skelton Lake Storm Water Retention and Repair UV Disinfection Pumps at WWTP. This notice of intent is NOT a request for competitive proposals; however interested sources may identify their interest and capability to respond to the requirement within 15 days after the publication date of this notice of contract action. All information received within the 15 days will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Notice of Intent for Sole Source Award to Johnson Controls for N2 Controller Upgrade
Solicitation # FA462526Q1117
The U.S. Department of Defense, through the 509th Combat Communications Group at Whiteman Air Force Base in Missouri, intends to award a sole source contract to Johnson Controls for the upgrade of N2 controllers across the base’s entire controls network. This decision is based on the fact that 100 percent of the current system infrastructure consists exclusively of Johnson Controls hardware and software, making integration with competing brands technically unfeasible. Furthermore, Johnson Controls is the sole authorized installer of its own products, ensuring that any installation or service work must be performed by them to maintain system integrity, functionality, and compatibility. The contract will include incidental installation services necessary to complete the upgrade. The action is documented under solicitation number FA462526Q1117, posted on July 16, 2026, and falls under NAICS code 335314 for Other Electrical Equipment and Component Manufacturing. The procurement is classified as a presolicitation, with no set-aside designation applied. Primary point of contact is Riverhue Mabanta, reachable at 660-687-4007 or riverhue.mabanta@us.af.mil, with Lt Joshua Sturgill serving as secondary contact. All work is to be performed at Whiteman Air Force Base, Missouri, 65305. Interested parties may access additional details via the SAM.gov portal using the provided UI link.
