ACC-DTA INTENDS TO NEGOTIATE SOLELY, AS PRESCRIBED IN REVOLUTIONARY FAR OVERHAUL (RFO) FAR 6.103-1(b), WITH SOUTHWEST RESEARCH INSTITUTE, CAGE CODE 26401, FOR FULFILLMENT OF THIS REQUIREMENT.
