AI Contract Overview
The U.S. Army Corps of Engineers’ Engineer Research and Development Center Construction Engineering Research Laboratory (ERDC CERL) is soliciting contractor services to conduct bat occupancy research at Camp Grayling, Michigan, during July–August 2026. The work entails mist-netting, radio telemetry transmitter fixation via suturing, and guano sample collection targeting multiple bat species, all under strict compliance with federal wildlife permits including the USFWS Bat Species Recovery Permit and Army installation policies. Contract award is anticipated in mid-June 2026, with a four-month performance period beginning on the award date, requiring completion of all activities including ARCOO approval, sample delivery to ERDC-CERL personnel at Camp Grayling, and submission of a final report detailing captured species, morphometrics, collection data, and methodology. All deliverables must meet a 0% deviation tolerance from the Performance Work Statement, and failure to comply may result in re-performance at contractor expense. The solicitation, identified as W9132T26QA004 and issued on May 13, 2026, requires responses by May 21, 2026, via email to CERL-CT-QUOTES@usace.army.mil, with no telephone submissions accepted. The evaluation is based on a best-value trade-off process, prioritizing technical experience over price, with key factors including demonstrated expertise in bat ecology, mist-netting, and radio telemetry; proven ability to secure required federal and state permits; personnel qualifications; experience capturing the targeted bat species; preferred use of suture-based transmitter attachment over glue or epoxy; and prior work on Army installations. Price will be assessed for reasonableness but will not outweigh technical capability. Contractors must hold a Unique Entity ID (UEI) and CAGE code, submit required representations regarding size status and socioeconomic categories, and comply with mandatory training including Antiterrorism Level I, Suspicious Activity Reporting, and Force Protection Conditions. Technical data and software delivered under the contract are subject to restrictive rights markings under DFARS 252.227-7989, with all markings required to be conspicuous, reproduced on all copies, and corrected if omitted within six months. Invoicing must be conducted electronically through WAWF, and performance delivery is FOB destination at ERDC-CERL in Champaign, Illinois, with field operations occurring at Camp Grayling, Michigan.
