RFI - FEMA - Supply Chain Management System (SCMS)
Solicitation # 70FA3127I00000001
The Department of Homeland Security, through FEMA's Logistics Management Directorate, is conducting market research via a Request for Information to identify cloud-based Software-as-a-Service solutions for the transition, implementation, operation, maintenance, and modernization of the Supply Chain Management System. The system is designed to support disaster logistics operations, including warehouse and transportation operations, inventory management, in-transit visibility, point-of-distribution support, and financial reconciliation. The scope encompasses recurring SaaS licensing, cybersecurity and system authorization support, and optional surge capacity to handle disaster-response requirements. Technical requirements include FedRAMP High certification, compliance with DHS Enterprise Architecture, and adherence to Section 508 accessibility standards. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. While most work will be performed at the contractor's site, some activities may occur at FEMA Headquarters in Washington, D.C., or facilities in Virginia. This RFI is for planning purposes and is not a formal solicitation; however, interested parties must submit a narrative response, a Vendor Streamlined Profile Matrix, and a Targeted Market Research Questionnaire by January 4, 2027. Respondents are required to provide a non-binding Rough Order of Magnitude cost estimate and disclose any potential organizational conflicts of interest. All submissions must be unclassified and follow specific formatting and submission guidelines via email.

AI Contract Overview

The contract involves the implementation of a Batch Scheduler solution for the City of Columbus's Department of Public Utilities, in conjunction with the deployment of Oracle Customer Cloud Service (CCS) and Oracle Field Service (OFS). RCC Global, LLC has been designated as the System Integrator responsible for leading the implementation efforts, including assisting with the evaluation, selection, and oversight of related solutions such as the Customer Self-Service Portal and Bill Presentment options. The selected proposer will act as a sub-consultant to the System Integrator, providing all necessary implementation services for the Batch Scheduler, which must be coordinated to go live simultaneously with CCS and OFS. The contract stipulates that the proposer will directly contract with DPU for licensing and ongoing support, though DPU prefers the solution provider also serve as the implementor, with flexibility considered. The project is valued between $500,000 and $2,000,000, with a response deadline set for October 4, 2024. The solicitation is open to organizations within the State and is part of a broader effort to modernize utility operations through integrated cloud and field service solutions. The contract aims to ensure a seamless, concurrent deployment of multiple systems to enhance operational efficiency and customer service capabilities for the city’s utility services.

Full Description

This is a reposting to allow for additional questions that were submitted but not answered due to a malfunction in the RFP question box. The City of Columbus, Department of Public Utilities (DPU), selected RCC Global, LLC (System Integrator) as their implementation partner to lead the implementation of Oracle Customer Cloud Service (CCS) and Oracle Field Service (OFS). DPU also selected System Integrator to assist with the evaluation, selection, and implementation oversight of the Customer Self-Service Portal, Electronic and Traditional Bill Presentment solution, and Batch Scheduler. DPU has requested that System Integrator provides all implementation services, including the services to implement the Batch Scheduler solution. The selected Proposer will contract with System Integrator (not DPU) as their Sub-consultant to provide the implementation services for the solution to DPU. The implementation of the Batch Scheduler solution will need to align to the implementation of CCS and OFS as DPU would like all solutions to Go-Live at the same time. Proposer will contract directly with DPU for licensing and on-going maintenance/support services. DPU prefers that the provider of the solution is also the implementor but will consider options where this is not the case.
