1. REQUIREMENT OVERVIEW
The United States Air Force, 633rd Contracting Squadron (Langley AFB, VA), intends to award a firm-fixed-price purchase order on a non-competitive, single-source basis to Curtiss‑Wright/Tactical Communications Group (TCG).


The requirement is for the procurement of the Battlefield Operation Support Systems (BOSS) Annual Support and Upgrades Gold Plan for nine (9) existing BOSS platforms currently utilized by the Air Combat Command (ACC). The BOSS is a specialized test system used to perform Link 16 datalink testing.


2. SCOPE OF WORK & PERIOD OF PERFORMANCE
The required Gold Plan subscription provides proprietary software maintenance, hardware sustainment, and technical support to ensure continued operability, configuration compatibility, and mission readiness. Specific support includes:


  • Software updates and re‑engineering releases

  • Troubleshooting assistance

  • Extended hardware and software warranty coverage

  • Unlimited help desk support


Period of Performance: One (1) 12-month Base Year and four (4) 12-month Option Years, covering 18 September 2026 through 17 September 2031.


3. STATUTORY AUTHORITY & JUSTIFICATION
This acquisition is conducted under RFO 12.102-1 (Simplified Procedures) and Statutory Authority 41 U.S.C. 1901.


Because all BOSS software, firmware, diagnostic tools, and engineering data are proprietary to Curtiss‑Wright/TCG, no other vendor has the technical capability to maintain or update the Government‑owned BOSS systems. Competing this requirement would not produce viable offers.


4. NOTICE TO INTERESTED PARTIES
This announcement serves as a Combined Synopsis/Solicitation for commercial items in accordance with RFO 12.202(a) and RFO 6.103-1.


This notice does not constitute a request for competitive quotes. However, interested parties who believe they possess the technical capability to meet this specific requirement may submit a formal Capability Statement. The Government will evaluate all capability statements received to determine if a competitive procurement is in the best interest of the Government.


5. SUBMISSION INSTRUCTIONS
