The contract concerns the enhancement and expansion of the BENEFEDS portal, a web-based system managed by the Office of Personnel Management (OPM) that currently supports enrollment and premium administration for the Federal Employees Dental and Vision Insurance Program (FEDVIP) as well as payroll allotment for the Federal Flexible Spending Account Program (FSAFEDS). The initiative seeks to first replicate the existing portal's core functionalities, including FEDVIP enrollment and premium administration, FSAFEDS premium administration, basic decision support tools, and call center services. Following this replication, the system will be expanded into a comprehensive "One Stop Shop" for OPM-administered insurance and cafeteria plan benefits, which will include interfaces with multiple agencies and providers. This expanded system is expected to incorporate new features such as FLTCIP premium administration, a redesigned user interface, and FSAFEDS enrollment, with potential future enhancements covering additional programs like FEHB and FEGLI enrollments, premium administration, and reconciliation, plus advanced decision support tools and personal health records. The contract also emphasizes the need for a technically robust, flexible, and scalable solution capable of supporting thousands of concurrent users with surge capacity and minimal service interruptions. OPM highlights the importance of near real-time data updates to support immediate business decisions, and encourages proposals that allow for strong manager and employee self-service functionality in a constantly evolving human resources environment. The procurement will include a call center and customer service component alongside the portal enhancements. The solicitation, identified as OPM049-09-R-0005, will be released on June 1, 2009, with a response deadline approximately 30 days post-release and an anticipated contract award by September 30, 2009.
