Bidders must submit a detailed construction schedule, which will be evaluated alongside pricing, contractor qualifications, and past performance. The evaluation process is not based on lowest price technically acceptable, allowing for a trade-off award based on overall value. The work is expected to be completed before the end of 2026. Subcontracting more than 50% of the contract value requires prior written approval. Contractors must certify compliance with E-Verify for all project workers, affirm adherence to equal employment opportunity regulations, and attest to non-collusion in bidding. Financial filings under the Workmen’s Compensation Act are also required. The Township retains the right to reject any or all bids for any reason deemed in its best interest. All contract documents, including specifications, drawings, and addenda, are binding, and substitutions for materials must demonstrate equal performance. No contract value is specified in the solicitation, as pricing details are left to the bidder’s submission, and no federal accounting codes, payment office details, or electronic invoicing systems are referenced. The contract is administered locally by Bethel Township with no appointed federal Contract
