The contract is for summer lawn care services at the Bureau of Land Management’s Buffalo Field Office and Fire Annex in Buffalo, Wyoming, covering the period from May through September with bi-weekly service in October. The work includes lawn mowing, edging, trimming, shrub and tree maintenance, flower bed care, and herbicide application using only approved products listed in the contract’s appendices. The offeror must submit a comprehensive Quality Control Plan aligned with the Performance Work Statement and Quality Assurance Surveillance Plan (QASP), which requires monthly inspections with no more than one defect allowed per month. Contractors are required to provide a list of all assigned personnel within 15 days of award, maintain an onsite representative with decision-making authority, and ensure all staff are qualified and fully on board within the first two weeks.
