The Spirit Lake Nation, in partnership with the Bureau of Indian Affairs and the Federal Highway Administration, plans to solicit bids for a large-scale construction project involving approximately nine miles of dam embankments and connecting access trails near Devils Lake, North Dakota. The project includes extensive modification and elevation of existing embankments, some of which serve as key BIA roads, as well as the creation of new embankments designed to impound water. Key activities encompass installation of shoring, excavation of unsuitable materials, placement of clay embankments and sand drain filters, riprap, drainage pipes, and the construction of cofferdams for dewatering work zones prior to embankment construction. Additional elements involve erosion control, aggregate base placement, paving, signage, fencing, and monitoring wells. Material requirements for the project are substantial, calling for millions of cubic yards of select borrow clay, excavation, sand, and large tonnages of riprap and bedding stone, amongst other materials. The contract estimated value ranges from $30 to $50 million and incorporates Tribal Employment Rights Office provisions to ensure local labor participation. A mandatory site visit is encouraged, with a preshow scheduled in Devils Lake to provide bidders with critical information. Plan documents will be available for review in early July 2009, and contact points are designated for obtaining these documents and further project details. This comprehensive undertaking aims to enhance dam infrastructure and access routes essential for water impoundment and community safety within the Spirit Lake Nation territory.
