The contract solicitation seeks suppliers for big bus parts for the Orange County Transportation Authority (OCTA). Eligible bidders must be the original equipment manufacturer, authorized dealers, approved resellers, subcontractors, or agents authorized by the OEM. Suppliers are required to submit their best price, warranty terms, and lead time, with the award going to the lowest responsive and responsible bidder who has available inventory. The contract allows for splitting awards among multiple bidders to maximize overall benefit for OCTA. Warranty terms play a significant role in bid evaluation, and all shipping costs must be included in the bid price. Bidders must provide manufacturer details and complete warranty information; failure to do so may result in disqualification. Use of brand names and model numbers serves to identify standards, and substitutions must be pre-approved through a formal process involving technical data and OCTA validation. The contract requires bidders to provide both their own warranties and pass-through warranties from the genuine parts manufacturer. OCTA reserves the right to verify dealership authorization and will reject merchandise that does not comply with warranty stipulations at the bidder’s expense. Once awarded, vendors will receive purchase orders via email and must acknowledge receipt within 24 hours. The contract mandates strict adherence to guaranteed delivery dates for awarded line items, with failure to comply potentially leading to order cancellation and additional re-procurement charges. The solicitation is managed by OCTA’s Contracts Administration and Materials Management office in California, with Orlanda Higginbotham as the primary contact for inquiries.
