The Department of State Office of Acquisition Management intends to negotiate a sole source award to Bitly, Inc. for a one year period to provide reporting and consultation services for up to two specific events identified by the Contracting Officer's Representative. Using its proprietary link shortening and analytics engine, Bitly will track how URLs are shared and consumed globally to provide aggregated and anonymized metrics. This data will help the Bureau of Global Public Affairs understand audience engagement, platform origins, and content consumption in various geographic regions and languages, particularly in media environments where traditional engagement proxies are unavailable. The contract requires Bitly to deliver daily electronic reports in formats such as AWS, Google BigQuery, or CSV, focusing on specific search terms, locations, and languages that can be updated dynamically as events unfold. Additionally, Bitly will provide consultation services, allowing one employee to provide up to three days of full-time support per event. This procurement is being processed under Simplified Acquisition Procedures for commercial items, and the government has invited other providers with equivalent capabilities to submit their specifications for consideration before finalizing the award.

The Department of State Office of Acquisition Management (A/OPE/AQM), on behalf of the Bureau of Global Public Affairs (GPA), issues this special notice of its intent to negotiate a sole source award to Bitly, Inc for a period of one (1) year for reporting and consultation services in support of up to two (2) DoS events to be identified by the Contracting Officer's Representative (COR). Bitly's reporting will help DOS answer the following questions about its audience abroad: - How is content hosted by DOS consumed? - What platforms do engagements come from? - How do we gauge interest in DOS content in media environments that lack proxies (i.e. upvotes, likes, comments)? - How is DOS content engaged with in difficult-to-assess media environments? - What specific pieces of content are geographically-defined aggregate audiences actually reading on various issues of interest in each Internet-connected part of the world? Bitly will help meet these requirements by utilizing their link shortening service to track how Universal Resource Locators (URLs) are being shared. When a user clicks on the shortened link, Bitly captures some data including device settings, such as language,, then redirects the user to the destination. Bitly links nearly every platform, network, communications system, and media site, and receive tens of billions of clicks every month from users throughout the world. Bitly filters this large dataset and analyzes clickthrough data to provide aggregated and anonymized metrics in near-real time. Bitly provides aggregated and anonymized reporting to the Client of this analysis based on the Client's specified query. Bitly will be required to provide daily reports through the duration of two specific events outlined and approved by this contract's COR. Reports will focus on particular locations and languages and will be compared to global baselines to determine content's relative performance. Bitly will dynamically update search terms each business day as events unfold and provide a full search of all text-based page content. At the COR's approval, Bitly will provide on-site support to assist with reporting during the two specific events to be identified by the COR. A. Bitly Reporting Deliverables: - x2 deliverables consisting of daily aggregated and anonymized metrics reports detailing trends in internet content consumption derived using Bitly's proprietary analytics engine, based on click-tracking, URL "decodes" from Bitly's link shortening service. - Aggregate and anonymized click metrics will be presented at the sub-state (regional) level for individual content meeting filter criteria in up to 3 languages. - Bitly will provide reports of such metrics once each business day for the duration of the deliverable. - The reports will be in electronic format, and the means of delivery will be mutually agreed upon by both parties. - Preferred formats include AWS, Google BigQuery, .csv files. - Each of the deliverables will be signaled by the COR at least two weeks ahead of the event to be analyzed. - GPA will detail the search terms, locations, and languages for Bitly ahead of each event. - GPA will have the ability to dynamically update search terms each day as events unfold. - Service will provide a full search of all crawlable text-based page content. B. Bitly Consultation Deliverables: - The COR may request one Bitly employee to spend up to 3 working days working full time to assist with reporting. This service will be provided once (x1) for each deliverable (x2 for the entire period of performance) ________________________________________________________________ Should potential offerors believe they have an equivalent tool/service, respond to this notice by submitting written capabilities/specifications of the commercial product and/or service to the Contracting Officer at the email address provided. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this notice will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government.
